"Policy file is corrupted" error when configuring SNMP Monitoring Thresholds using the "threshold_config" command

Symptoms

"Policy file is corrupted" error when configuring SNMP Monitoring Thresholds using the "threshold_config" command after upgrade from version older than R75.
Policy installation fails with:
Cannot access /opt/.../conf/thresholds.conf: No such file or directory

Cause

The $FWDIR/conf/thresholds.conf file is in the old format. It was not updated by the upgrade to avoid overwriting of manual configurations.
