SmartProvisioning shows 'waiting' status for all Edges, even though they are connected

- Connectivity works fine, but all Edge devices show 'waiting' status regardless of actual status.
There are two likely possibilities:
- Files on an upgraded R75.45 Security Management need to be replaced with those from a fresh installation.
- prvn_fields_def.conf is missing from the R75.45 SmartConsole installation.
