Full Disk Encryption (FDE) management console slow start Technical Level
  • When a user starts the FDE management console on a computer that has a network connection but no access to Internet, the management console can be slow in starting.
The FDE management console .exe file is signed with a digital signature for security, and when this file starts, Windows attempts to reach the publisher's Certificate Revocation List (CRL) to see if the .exe file's certificate has been revoked. If the CRL cannot be reached via the network connection, the start-up time is increased.
To circumvent this delay, follow these steps:

1. Open Internet Explorer and select Tools > Internet Properties or Internet Options (depending on your version of Internet Explorer).
2. Click the Advanced tab.
3. In the Settings window, scroll down to the heading Security and clear the 'Check for publisher's certificate revocation' checkbox.
4. Click OK.
