Symptoms

On Multi-Domain Management environment with Global VPN Community usage, policy installation mail fail with "Internal error" message after upgrade.
During policy installation, the "Internal ca cert doesn't exist" line appears in $MDS_FWDIR/log/cpm.elg file.

Cause

Mirror objects 'DomainsPreset' re-calculation should be skipped during upgrade.
