Symptoms

On a cluster failover, the newly elected standby member continues to send BGP keep-alive packets to BGP peer and neighborship stays in an "Established" state on the standby member instead of moving to "Idle" state.
On a cluster failover, the newly elected Active member does not mature into an established/active state.
Similar behavior is observed for OSPF.
