Symptoms
All the traffic originated from Standby VS fails, except for traffic from the lowest VLAN interface.
This issue happens when VS has several VLAN interfaces on same physical interface.
Traffic via VLAN interface which has lowest VLAN number works fine.
This behavior does not happen on the Active VS.
Cause
ARP request is sent from the Standby VS (except for the Lowest VLAN) contains its own "192.168.196.0/255.255.252.0" IP, which is the Internal Communication Network address.
