Symptoms
  • Trying to connect to MDS or Security Management with SmartConsole results in an error message: "Could not establish secure channel for SSL/TLS with authority <>:19009"
Cause

The user has disabled TLS lower than TLS1.2 on the system where the SmartConsole is installed.

For example, this may have been done because of regulations like PCI-DSS. The change was made via GPO setting "Computer Configuration / Administrative Templates / Network / SSL Configuration Settings / SSL Cipher Suite Order":
