Symptoms

Route Based VPN does not work when a Traditional Mode policy is installed on the Security Gateway.
Traffic is dropped with the log "encryption fail reason: Cannot identify peer for encrypted connection (VPN Error code 01)".

Cause

Route Based VPN will only work when two gateways are in the same community.

Traditional Mode VPN does not use VPN communities.
