OSPF traffic outage after policy installation or fail-over in ClusterXL running on Gaia OS

Product
ClusterXL
Version

Symptoms
After policy installation or fail-over, occasionally all OSPF routes disappear on ClusterXL members running on Gaia OS, which causes traffic outage.
Reboot of cluster members resolves the issue.
Kernel debug ('fw ctl debug -m fw + drop') during the issue shows that some OSPF packets are dropped:
fw_log_drop_ex: Packet proto=89 Source_IP:Source_Port -> 224.0.0.5:Dest_Port dropped by fwmultik_enqueue_packet_kernel Reason: Instance is currently fully utilized;
Cause
After cluster failover, on the cluster member that runs the new RouteD in Master state, OSPF neighbors stay in 'Exchange' state, and no OSPF routes are learned.
